此项战略是历时两年广泛磋商工作的结果。来自70个会员国的400多名技术专家参加了磋商工作。战略基于以下三大支柱：
确保普及疟疾的预防、诊断和治疗；
加快努力消除疟疾并实现无疟疾；
利用创新并扩大研究。
世卫组织疟疾规划负责协调世卫组织在范围内控制和消除疟疾方面的工作，具体办法是：
制定、传播和促进采用基于证据的规范、标准、政策、技术战略和指南；
独立记录进展情况；
为能力建设、系统加强和监测活动制定方法；
确定控制和消除疟疾方面的威胁及新的行动领域。
疟疾政策咨询委员会向疟疾规划提供支持和建议。该委员会由通过公开提名程序任命的15名疟疾专家组成。疟疾政策咨询委员会每年召开两次会议，为世卫组织制定疟疾控制和消除政策建议提出独立性意见。
疟疾政策咨询委员会的职权是，根据一项透明、灵便和可信的政策制定程序，提供战略建议和技术投入，并扩展到疟疾控制和消除工作的各个方面。

This strategy is the result of extensive consultations over two years. More than 400 technical experts from 70 Member States participated in the consultations. The strategy is based on the following three pillars:
To ensure the prevention, diagnosis and treatment of malaria;
Speed ??up efforts to eliminate malaria and achieve malaria;
Use innovation and expand research.
The WHO Global Malaria Program is responsible for coordinating WHO's work on the global control and eradication of malaria by:
Develop, disseminate and promote the use of evidence-based norms, standards, policies, technical strategies and guidelines;
Independent record of global progress;
Development of methodologies for capacity-building, system strengthening and monitoring activities;
Identify threats to control and eradication of malaria and new areas of action.
The Malaria Policy Advisory Committee provides support and advice to global malaria programs. The committee is composed of 15 global malaria experts appointed by the public nomination process. The Malaria Policy Advisory Committee meets twice a year to provide independent comments on WHO's guidelines for malaria control and policy abatement.
The Malaria Policy Advisory Committee has the mandate to provide strategic advice and technical inputs in accordance with a transparent, flexible and credible policy development process that extends to all aspects of malaria control and elimination.
